Rankings are up, traffic is up, but WhatsApp is not ringing any more often? SEO results must be read as a funnel: impressions, clicks, button clicks and qualified enquiries, each counted separately. Here is a method any SME can run.
Many Hong Kong SMEs run SEO for six months, receive a monthly ranking report with numbers moving up, and still have one question: did it bring any more business? If your SEO report only tells you which position a keyword holds, but cannot tell you how many qualified enquiries came from search this month, it is not answering the thing you actually care about.
When we run search visibility work for clients, we insist on counting button clicks and qualified enquiries separately. This article sets out the whole method, so that whether you do SEO yourself or hire an SEO agency, you can judge whether it is really producing enquiries.

The 6-Layer SEO Funnel: From Impressions to Sales
SEO performance is not one number. It is a funnel, and every layer has to be recorded separately because the problems and fixes at each layer are different:

Why must they be separated? Because a ranking increase does not mean more impressions, more impressions do not mean more clicks, and a WhatsApp button click certainly does not mean a real enquiry. We have seen websites log several hundred button clicks a month while actual conversations numbered a dozen or so, because many people tap the button and close it again. Reporting button clicks as enquiries makes the number look four or five times better, but tells you nothing about the business.
Three Free Tools Are Enough to Track Search to Enquiry
SMEs do not need expensive SEO software. The following three tools are free, and they are the standard set we configure for clients:
1. Google Search Console: impressions, clicks, position
- View by page to find which pages bring the most clicks, not just which keywords
- View by query to spot terms with high impressions but low CTR, then improve the title and meta description
- Compare the last 28 days with the previous 28 days rather than day by day
2. GA4 events: WhatsApp, phone and form clicks
Set up event tracking on the website so whatsapp_click, phone_click, email_click and form submissions are recorded separately. Every event must carry the page path, so you know which page and which service line produced the action. This step is missing on most SME websites, and it is the root cause of reports that cannot say whether enquiries happened.
3. An enquiry log: source, service needed, deal status
One Google Sheet is enough. For every enquiry, record four things:
- Date
- Source: the customer says "found you on Google", via the WhatsApp button, referral, social platform, and so on
- Service needed: mapped to your service lines, for example SEO, retail listing, promoters
- Deal status: following up, quoted, won, not suitable
With this sheet, layers 5 and 6 finally have data, and the SEO report can be matched against actual business.
For SEO service clients we always set up button event tracking and an enquiry log template, and the monthly report always lists button clicks and qualified enquiries as separate columns.
Monthly Report Template: Grouped by Service Line, Not by Keyword
This is the SEO report format we recommend for SMEs. The point is to group by service line, with each row answering "what did this line do this month, and what did it bring in":

A few rules for using it:
- "Work completed" must be specific: write which two pages were optimised, not "ongoing optimisation"
- Button clicks and qualified enquiries are always two columns, never merged
- Rankings can be a footnote, but they are not the body of the report
- Compare each month with the previous month and the same month last year, reading trends rather than single-month swings
AI search observation needs its own table
If you also care whether your brand is mentioned in answers from Google AI Overviews, ChatGPT or Gemini, that should not be mixed into search rankings. We recommend a separate observation table with these columns: fixed question, platform, date, whether the company is mentioned, whether the website is cited, screenshot. Run the same set of questions on each platform once a month, and label it clearly as sampled observation, not a complete ranking and not a guarantee. Five Common Traps That Lead to Wrong Conclusions

The fourth and fifth traps are especially common. We have seen a client panic on a Monday morning over "traffic collapsing in the last three days", when those three days were a weekend plus data that had not yet been reported. By Wednesday the picture was back to normal.
Five Questions to Ask an SEO Agency Before Signing
Whichever SEO agency you compare, these questions quickly reveal whether the provider is working towards enquiries:
- Will the monthly report list button clicks and qualified enquiries separately? If they cannot answer, they only track rankings.
- Will you set up GA4 event tracking and an enquiry log for me? This is basic work; it should not be an extra charge or left undone.
- How long is the contract, and can the scope be adjusted midway? The market ranges from 3 to 24 months; be clear what you are committing to.
- Which things are guaranteed and which are not? Be wary of "guaranteed first position" or "guaranteed enquiry numbers". Rankings, traffic and enquiries depend on platform and market factors. What can be committed to is the work and the reporting, not the outcome.
- Who owns the website, Search Console and Analytics accounts? Follow what the contract states, so you do not lose your data when the contract ends.

Summary: The Final SEO Metric Is the Enquiry Log, Not the Ranking Table
Whether SEO is working ultimately comes back to the enquiry log: how many qualified enquiries this month came from customers who said "found you on Google". Rankings, impressions and clicks are process metrics used to diagnose which layer of the funnel is stuck. What you report to the owner should be qualified enquiries and deal status.

Frequently Asked Questions (FAQ)
Q1: We have done SEO for three months with no enquiries. Does that mean it is not working? First check which funnel layer is stuck. If impressions and clicks are rising but there are no button clicks, the issue is usually page content or the CTA; if there are no impressions at all, the page has not yet built relevance for the target terms. SEO generally takes 3 to 6 months before impression changes show, longer for competitive terms, but every monthly report should be able to say which layer is currently blocked.
Q2: How big is the gap between button clicks and qualified enquiries normally? There is no fixed ratio; it depends on the industry and the page. What matters is not the ratio but that the two numbers are recorded separately, so you can tell "people wanted to enquire but did not act" from "nobody wanted to enquire at all". The fixes are completely different.
Q3: We have no technical staff. Can we set up GA4 events ourselves? Yes. Click events on WhatsApp, phone and email links can be set up through Google Tag Manager without changing the website code. If we build the website, button event tracking is configured at launch.
Q4: Why do Google Search Console numbers differ from GA4? They measure different things. Search Console records impressions and clicks on the Google results page; GA4 records behaviour after the user reaches the website. Clicks slightly exceeding sessions is normal, because some users leave before the page finishes loading.
Q5: How often should we review the SEO report? One formal report a month, compared on 28-day cycles; a quick weekly glance at Search Console for anomalies such as pages dropping out of the index is enough. We do not recommend chasing daily numbers, because B2B search volume naturally falls at weekends and holidays, and data lags 2 to 3 days, so daily reading leads to misjudgement.
